A. It should be A, but under ridiculous things like No Child Left Behind, we seem to have forgotten that eduction should be teaching how to think and question rather than what to think and how to fill in bubbles. Knowledge is power. If you teach someone how to think, they can gain skills for themselves. I hope that many educational institutions do better than merely babysit. They probably would if children would want to be taught.
